OAC Rules 4731-4-1 through 4731-4-05
OAC Rules 4731-4-01 through 4731-4-05 concern the
supervision and scope of practice of physician assistants. These
rules establish a process to assist the Board in reviewing physician
assistant utilization plans required by statute. They also define
levels of supervision and enumerate various prohibited practices.
This set of rules became effective on September 1, 2000, with the
exception of Rule 4731-4-02, which became effective on October 31, 2000.
New Rule 4731-4-01(B)(1) and (2) adds certain functions
that a supervising physician may authorize a physician assistant to
perform pursuant to a standard utilization plan approved by the Medical
Board. Since the Board has previously approved thousands of standard
utilization plans, the Board felt it would be more expedient to declare by
motion that those standard utilization plans it had approved prior to
November 8, 2000 shall include all of the functions listed in Rules
4731-4-01(B)(1) and (2) to the degree of supervision required by that
rule, provided that the additional functions are within that physician's
usual course of practice and within the physician assistant's ability and
expertise.
New Rule 4731-4-01(B)(3) specifies the parameter of what a
supervising physician may authorize a physician assistant to perform when
"assisting in surgery" pursuant to a standard utilization plan
approved by the Board. The motion by the Board stated that new Rule
4731-4-01(B)(3) will apply to all physician standard utilization plans
approved prior to November 8, 2000 for those plans that specifically
requested "assisting in surgery" as an approved function.
A physician who has not previously requested approval to supervise a
physician assistant to assist in surgery may contact the Board for
information on how to properly file such a request.
